Cruiser axe head question

This is my first post so hope I'm in the right place. I have a no name cruiser axe head that has only 22  ( 2 1/2 lb ) on one end and the word "cull" in small letters on the other. It has the looks of a Kelly to me . Does anyone know if any axe heads were " culled " for a reason and so marked and then sold. The head is in good shape , shows temper lines and seems fairly hard when filed. I plan to put a 28 " handle on it and use it. Any information is appreciated.
