Replacement sill logs for a hand hewn log cabin

A buddy of mine needs to replace two sill logs on his mixed species log cabin.  I believe one log is pine and the other is cedar.  He wants to replace them with white oak logs.

My question is, if he measured the logs at 8" x 10" what size should I saw them to allow for drying/shrinking?

I doubt they would shrink more than 1/4" in overall height. Remember a check is shrinkage but does not affect overall dimension. Also remember the shrinkage numbers are for very thin sections. A thick piece of wood has more internal restraint going on and shrinks less than the numbers in the tables. I imagine the original sawing was targeting an 8x10
