Pruning saplings

I have been pruning oak and maple saplings 1-4"D and releasing them removing competition within 4-5' of the stem. We have had a dry year so far but am expecting rain over the next several weeks. I usually prune in the winter as much as possible but have also had good results during the summers. Do I need to be a bit less aggressive this year because of low rainfall or will the fall rain help these saplings recover from any stress from the pruning.

You shouldn't cut oaks in summer because of oak wilt

I am in Maine and have been told oak wilt is not present here. What does it look like and where is it a problem?

Its not here in Indiana but it is in Michigan
