Could use some help with ID

I could use some help to ID this. I have been told three different things from others and not from a Forester they are on a lot of my Oak trees. Could I take care of this with spraying? or do I let it go and burn as I take the trees down?

Is it solid or kind of fluffy ?

I see fluffy things like that on w.pine trees with some age near the coast. I guess that is just an exuberant lichen.

I had a red oak that did this.



 

It covered just one tree.
