Pawl studs in flywheel?

I have a Homelite XL flywheel with a broken pawl. Is the stud that holds it removable? I also have a Stihl 020 AVP that has a pawl stud with part of the head missing.

I'm sure the XL would start OK with only one pawl, but I don't like the idea of the unbalanced flywheel.

Homelite has starter pawl kit 70285 to replace broken ones. The pin must be removable. The kit costs as much as a good used flywheel.
