I got these from a friend of mine thinking I might be able to make them into log hook thingies (proper term).

Very good tempered steel and should work for end hooking logs if properly sharpened.

The main problems are the limited amount of throat that the hooks have and the thinness of the hooks.  With heavy logs, tearout would be a concern.  Hooks with deeper throats allow for hooking more toward the center of the log.

MM-What about if some of the bend in the "U" was removed, then re-welded back together?

The possibilities are there, it's that I am not a "metal person" to talk about tempering, etc.

I think you would be much better off to cut them off at the 110 deg mark or so and sharpen there than try welding the back together.

Before I did anything radical I would sharpen them and try them on some logs. For years before I bought logging tongs I used a similar setup only a little smaller It worked OK. Frank C.
