It must be one hefty tax, to justify  all the expense and trouble to hog out those logs, fill them with contraband, and seal them up to look like they havent been tampered with!! Not to mention the machinery and manpower needed to invest in the capability to do such a job.  Must be some serious milling equipment that can bore out that much material from the center of a log :o
