No, the keyboard functions and mouse wasn't working either.

Usually before windows comes up a key is pressed to bi-pass things and the BIOS of the computer should default to a screen mode and input devices, so then safe mode can be selected from another 2 or 3 options. If this can't be done than it's not Windows.
