WI does a very expensive aerial survey using helicopters and airplanes when the snow cover is just right on a sunny day. Spend many many $$$ in air time and people time to come up with a crude count. Just the planning time, the ready time, and the waiting time for just the perfect days to count adds up to big dollar amounts.

Seems a simple count of the deer registered during deer season would be quite adequate for the needed info for the following year. When the deer kill goes up, one can assume the herd size is up. No rocket science and cheap. But in our DNR, they don't want "cheap". They'd rather have a huge budget and justify many employees. Sorry if I sound cynical, but I think I am. ;)
