Looks like a little hopper...

Maybe you use a 2lt drink bottle, cut the top and bottom off it, then clip it into that grey clip at the top of the red bit? And the stuff flows out the sock-y thing?

 Garbage bags that come in roles, stick it in the sock thingy, clip the top in and you pull the bags outta the bottom.

Its some kind of funnel thingy to scoop the dried milk replacer  out of the plastic container under it.  Then you can funnel the dry powder into the bottle neck so it doesn't spill all over the durn place.  This is all so you can mix with warm water to feed a bottle calf.

If that's not the right answer someone needs to make what I just described anyway.  Maybe I will ;D

Or it could be for scooping and funneling some other product.
