Does any one know what tool I need to do this?

How bout the same lathe ya turn the bat on?

I believe the big manufacturer's use an end mill.  If I were making just a few by hand, the spindle gouge will get you close, then a bit of clean up by hand will take care of the rest.

Thinking outside the box...

   The bat clamped vertically.
   A router mounted on a jig centered above the bat.
   A cove bit chucked into the router.
   Plunge the router down to make the cut.
I do what the little voices in my wife's head tell me to do.

I had a look on youtube there are all sorts of interesting vids on bat construction. I searched baseball bat.
