We have this spoon and I think it might be for tea bags but I'm not quite sure.
Can anyone ID it?

Looks more like it would be used for steeping loose tea rather than a tea bag.  That's an interesting spoon, where'd you acquire it?

It may have come from the wifes parents when they moved out of their house.
I know I didn't buy it.  :D
It locks in a closed position and the thumb thingy on top opens it.

My wife would like to have that steeper.We had a hard time finding the tea balls,I guess you call them,a few years back.Now you can find them in most stores.When I first meet her,about 10 years ago,I looked for a hand mixer for her,one you work by hand.I finally find one in some small cooking store.Now we can find them too in most stores.
