What's wrong with my oak tree

I was looking at the oak tree off my back deck and there appears to be a Bug or something in the leaves of the tree...   what ever it is looks to be getting in between the layers of the leaves and making bumps... 

Anyone know what  this is and if this harms the tree ???

It is probably an insect gall, and will not harm the tree.  Happens every year, to a greater or lessor degree.
