Looking for the Scribner equation

I've looked around but can't seem to find the equation for the Scribner Log Scale. 

I want to put it into an excel sheet (I did it before, but lost it) for pricing some beams.

D=diameter
L=Length

When I got out of school fifty years ago I could add, subtract multiply and divide. But not with that equation. can someone simplify it.

D is Diameter, ^2 is "squared", and * is "times", L is length
