The only mill I know of that's available in single phase electric nearly in that range is the Wood-Mizer LT15.  It's available in 10hp single phase.

Wood-Mizer LT15 info.

You may talk to some of the other manufactures and see if they'll put an electric motor on one of their small mill.

I'm not certain if the HP fits into your range or if the mill's specifications fit your other requirements, but you might want to check out Peterson's new Skillmill, i.e. small electric Swinger.

I went down to Linn Lumber Company to check out their mills a couple years ago and they offer a small electric motor as an option.  I'm not certain but I THINK they had a 10hp electric set up as a demo.  I ran it, very quiet, smooth.

Anyways, check them out.  Nice little mills.

Take a look at model 21 Mister Sawmill in Arkansas

I don't know anything about them, just remembered see it when searching for a starter mill.
