Stihl 036 Chainsaw - What is this part?

Can someone please explain what the part is near the center of this picture.  It is the part that has a slotted screw in a recessed area above the coil.

1 of the buffer mounts, connects handle to engine, should have a plastic plug in it like on other side

info much appreciated.  I did find the plug.  It had somehow come out and was being tossed around by the flywheel. It's a little worse for wear, but I think I can get it back in.  Thanks for the help!
