Does a portable bandmill on a trailer require tags? Or is it considered agricultural/farming equipment which I've been told does not require tags?

Magicman is direct and to the point.

Depends on the state you're in.
Also, it makes a difference whether or not you are hauling anything additional on the sawmill.
Once in a while we hear of someone hauling a log or some lumber on the mill, that would definately make the sawmill itself a trailer.
