My starter pulley will not rewind properly, I have taken it apart on numerous occasions and rewound.  Could my spring be bad?  Any suggestions would be helpful, also what is the diameter and length of the pulley rope?  Thank you...

To place tension on rope, assemble starter components but do not install starter on saw.
Pull starter rope and hold rope pulley to prevent spring from rewinding rope on pulley.
Pull the rope back through the rope outlet and wrap two additional turns of rope on pulley without removing pulley.
Release the pulley and allow the rope to rewind.
The rope handle should be pulled against the housing and rope pulleyshould be able to rotate a half turn further when rope is pulled to it's greatest length.
