First place I would start is the Deeds office and see who does own it.
Then ask them, who in the city depts to ask about the trees if the city is truly in charge of it.
Be ready for the roundy round.

I found it. To my suprise Alexandria,La. has a Urban Forester and come to find out i went to school with him. We visited for a while and i went on a tour of lots that the city has taken over. I ended up with the tree i was intrested in and a black locust, and two red cedars that are standing and i will get after the ground dries a little. He also has a large sycamore, sweet gum, cypress and some more cedar on his yard that i can get when it stops raining.
All in all it was a good visit and it looks like we will be able to help each other out.
