My cousin has a Poulan p3416 that he got from his grandfather.  It isn’t starting and I was wondering what I can do to clean it and how many times do you pump the primer?

Has it been sitting for an extended length of time? If so the fuel system may be full of stale gas. That is not a primer, it is an air purge. You can pump it all afternoon with no ill effects.

I suppose you already know the usual stuff - it needs air , good fuel and spark.

So be sure the air filter is clear, the gas is getting thru ( esp the in tank filter ) and you have spark - should do it . . .
