Bronze Birch Borer

So then, can anyone tell me about this bronze birch borer that is killing all the birch trees? Is is a beetle or a worm and how does it spread. I talked to the city forester today and he said the trees could be injected but only if less than 15% dead. What is used to treat this condition?
