depends on a few things,  one,  are you running direct?  from the engine to the blade?  or Pump?  flywheel?   
Easiest would be to set up a tach,  run the accelerator cable on a limiting block.
An adjustable Cable pull,  like for throttle body... pull out and dial it in to get your RPMS,  then set it and go.
